This is a common denominator in the welfare of women in shelter and probably a major reason we find otherwise sane women who prefer to live rough.

They were asked what in hell they were doing to allow such a thing in a "care" facility to a defenseless human being and their answer was they have to abide by HIPAA.
Yeah, tell me you never thought that that law would be used to shield rapists. The dirt bags that run that facility just told us in black and white that their # 1 priority is to shield rapists and screw the patients in their care.

The other half are certifiable loons who think is pushing innocent people into the paths of subway trains or trucks. Why should they be under observation so they cannot indulge their tastes?
People who are drug addicts, mentally ill, or have violent tendencies have the right to live in circumstances that protect the innocent or be treated as the predators they are. In my neck of the woods this means shot, shovel and shut up.
Oddly enough? I have no problem with that. My screed was for the utterly defenseless ones that no longer have a clear path to the After and linger nearly forever on the borderline. Helpless, alone, unafraid because there is noone home.
Sometimes, you have to accept and learn to let go.
