I find this super irritating. Another dozen idiots stood idly by while their ship got rammed. Getting a Fleet OOD letter used to mean something. It meant you could stand the watch, let the captain and crew sleep safe at night and keep the ship off reefs and out of harm's way. Nowadays? It doesn't mean much.
I knew officers who would never ever get that letter because the captain simply didn't trust their judgement. Nowadays......
